The henna thing is for Indian Brides, they don't wear white for their wedding, but for funerals! Henna is not for tattoos, from what I have just read, they are supposed to show that this girl is soon going to be a woman, or so the culture says, I have not been able to get good information about it.. Face tattoo, the permanent ones, are, like some have mentioned, for only those that are self employed mainly. This is why they can have whatever face they want..
